After installing Inspire Planner and assigning Inspire Planner licenses to your users, you would also need to enable the Inspire Planner User field on each user's profile. You can then set the visibility for Inspire Planner Lightning components based on this field.
Please note, there is a scheduled, nightly job within Inspire Planner called "Check Inspire Licenses" that will automatically check the box for "Inspire Planner User" on the user's profile if the user has been granted an Inspire Planner License. You can manually check the box for Inspire Planner User if you do not wish to wait for the job to run.
